Legal Requirements in Belfast (Northern Ireland)
Properties in Belfast (Northern Ireland) fall under Northern Ireland law. The main rules are:
Fire alarm systems
Regulation 12 of the Fire Safety Regulations (Northern Ireland) 2010 requires relevant premises to have, where necessary, appropriate means of giving warning in case of fire, suited to the size and use of the premises, and regulation 16 requires it to be maintained. In private rented homes, interlinked smoke and heat alarms to BS 5839-6 are required by the 2024 alarm regulations. BS 5839-1 is the UK code of practice for non-domestic systems, although no official NI source naming it was found.
Legislation: Fire Safety Regulations (Northern Ireland) 2010, regulations 12 and 16; Smoke, Heat and Carbon Monoxide Alarms for Private Tenancies Regulations (Northern Ireland) 2024. Official source: legislation.gov.uk
Smoke and carbon monoxide alarms
Private landlords must fit a smoke alarm in the main living room and in every circulation space (hall, stairs, landing) on each storey, and a heat alarm in every kitchen; smoke and heat alarms must be ceiling-mounted and interlinked, and can be mains-wired or sealed tamper-proof long-life battery units (the guidance cites BS 5839-6). A carbon monoxide alarm is required in any room or circulation space with a fixed combustion appliance or a flue (appliances used only for cooking are excluded). The rules have applied to new tenancies since 1 September 2024, and existing tenancies had to comply by 1 December 2024; councils enforce, with fines of up to level 4 on the standard scale.
Legislation: Smoke, Heat and Carbon Monoxide Alarms for Private Tenancies Regulations (Northern Ireland) 2024 (SR 2024/123); Private Tenancies Act (Northern Ireland) 2022, section 8; Private Tenancies (Northern Ireland) Order 2006, Article 11B. Official source: legislation.gov.uk
