Fire alarm systems
Article 13 of the Regulatory Reform (Fire Safety) Order 2005 requires the responsible person to provide appropriate fire detectors and alarms where necessary, and Article 17 requires them to be maintained in efficient working order. Government guidance refers to BS 5839-1 for fire detection and alarm systems in non-domestic premises, and the landlord smoke alarm guidance recommends alarms that comply with BS 5839-6 (the domestic code). In rented homes the Smoke and Carbon Monoxide Alarm (England) Regulations 2015 set the minimum alarm requirements.
Legislation: Regulatory Reform (Fire Safety) Order 2005, articles 13 and 17; Smoke and Carbon Monoxide Alarm (England) Regulations 2015 (rented homes). Official source: legislation.gov.uk
Smoke and carbon monoxide alarms
Private and social landlords must fit at least one smoke alarm on every storey that has a room used wholly or partly as living accommodation, and a carbon monoxide alarm in every room used as living accommodation that contains a fixed combustion appliance (gas cookers are excluded). Alarms must be checked as working on the day a new tenancy starts and repaired or replaced once a tenant reports a fault. The regulations do not require mains-wired or interlinked alarms. Councils can impose a penalty of up to £5,000 on a landlord who fails to comply with a remedial notice.
